Police in Lusaka have recorded warn and caution statements from Raphael Nakacinda, aged 43, and Dr. Fred M’membe, aged 64, in connection with alleged offences of Espionage Contrary to Section 3 (c) of the State Security Act Chapter 111 of the Laws of Zambia.

The brief facts of the matter state that between 26 August, 2023, and 16 September, 2023, in Lusaka, both Mr. Nakacinda and Dr. M’membe, either individually or jointly with others, featured in a documentary titled “The Grand Regional Scheme: Its Foreign powers and Local elites are destroying Africa Part One.”

The contents of the documentary are alleged to be directly or indirectly useful to a foreign power, posing a potential threat to the safety or interest of the Republic of Zambia. The said documentary was communicated and published on various media platforms.

Zambia Police Spokesperson Rae Hamoonga discloses that as a result, both Mr. Nakacinda and Dr. M’membe have been served with warn and caution statements, and they have been remanded in police custody. Mr. Nakacinda is being held at Balmoral Police Station, while Mr. M’membe is remanded at Westwood Police Station.

Mr. Hamoonga says these legal actions mark a notable development, signaling the government’s response to perceived activities that may compromise national security. The Espionage charges under the State Security Act reflect the seriousness with which authorities view matters related to the dissemination of information deemed prejudicial to the interests of Zambia.
