Kitwe District Commissioner Oncemore Ngonomo has expressed concern over the persistent shortage of desks in public schools, saying the situation directly contravenes a presidential directive that no child should be seated on the floor in classrooms.

Speaking during a stakeholder orientation meeting on the revised Cash for Work Programme, Mr. Ngonomo said President Hakainde Hichilema had clearly directed that all learners must be provided with desks. However, he noted that many public schools in Kitwe District are still far from meeting this requirement.

Mr. Ngonomo said it is indisputable that the president has issued a clear directive on the matter, yet some pupils continue to sit on the floor in public schools. He questioned the priorities of local leadership, stating that it is unacceptable for leaders to engage in high-level discussions while basic educational needs remain unmet.

He criticised what he described as misplaced priorities, noting that while pupils sit on the floor, leaders sit comfortably deliberating on broader issues. Mr. Ngonomo emphasised that the procurement of desks using Constituency Development Fund (CDF) resources is not optional and should not be subjected to unnecessary debate.

The District Commissioner further reminded councillors and CDF committee members that they bear the responsibility of ensuring schools submit their needs and that those needs are acted upon without delay. He stressed that once schools present their requirements, it is the duty of councillors and CDF administrators to ensure full compliance.

Mr. Ngonomo called for urgent action, stating that the continued sight of pupils learning while seated on the floor is unacceptable and reflects a failure of leadership, accountability, and effective service delivery.
