Chief Electoral Officer Brown Kasaro, representing the Electoral Commission of Zambia (ECZ), has responded to concerns raised by stakeholders regarding various aspects of the electoral process, including candidate participation, management procedures, and the tender for printing of ballot papers.
Regarding the alleged barring of candidates/political parties from participating in by-elections, Mr. Kasaro reiterated that the ECZ operates within the confines of the law, adhering to established guidelines and procedures during nominations and elections. He explained that candidate eligibility is determined by legal provisions, with public notices issued prior to nominations outlining the requirements. Stakeholder meetings and briefings are also conducted to ensure awareness of these requirements, including the need for adoption certificates for candidates sponsored by political parties.
In terms of the management of the electoral process, Mr. Kasaro underscored the ECZ’s commitment to delivering a credible electoral process and emphasised its accountability as a public institution. He clarified the appointment procedure for ECZ members, highlighting the consistent process followed for all Commissioners. Mr. Kasaro has encouraged stakeholders, including political parties and civil society organizations, to engage constructively with the ECZ and raise concerns through appropriate channels.
Addressing the tender for printing of ballot papers, the Chief Electoral Officer assured stakeholders of the ECZ’s commitment to transparency, integrity, and fairness in procurement processes. He explained the decision to cancel and re-advertise the tender in accordance with established procurement procedures, following significant changes in bidding conditions.
